Research by an Alumnus and Professor of Graduate School of Global Informatics in Chuo University Published on a Top-tier Legal Journal, “International Data Privacy Law”

An original article by Seiichi IGAYA, an alumnus of the Graduate School of Global Informatics and currently a researcher at the research and development division of Hakuhodo DY Holdings Inc., and Professor Osamu SUDOH of the Faculty of Global Informatics, was published in International Data Privacy Law(Oxford University Press), a leading journal in the field of law, on 3 October 2025. The article represents a significant outcome of Igaya’s master thesis research. Notably, Igaya was part of the first cohort of students in the Graduate School of Global Informatics, making this publication a milestone achievement that demonstrates the program's early success in fostering high-quality research.

The article examines two critical discrepancies in the fundamental concepts between Japan’s Act of Protection of Personal Information (APPI) and the European Union’s General Data Protection Regulation: “personal information” vs “personal data” and “business holding personal information” (BHPI) vs “controller”.

Notably, the study revealed that the latter discrepancy has been overlooked by both governmental agencies and scholars, despite its significant implications for data protection practices. The paper uncovers the historical background of the BHPI concept, through an extensive analysis of over 100,000 pages of government-disclosed documents and minutes from governmental meetings.

According to Clarivate’s 2024 Journal Citation Report, International Data Privacy Law ranks in the top 12% of law journals (53rd out of 434) with an Impact Factor of 1.9. It also holds the 95th position out of 1,089 law journals in the SCImago Journal Rank (2024 SJR 0.850). These rankings underscore the journal’s exceptional influence across the field of law, extending well beyond its specialization in privacy law.
