流域治水を通して地域の将来を考える

2022年度

気候変動の影響による水災害の激甚化・頻発化等を踏まえ、堤防の整備、ダムの建設・再生などの対策をより一層加速するとともに、集水域（雨水が河川に流入する地域）から氾濫域（河川等の氾濫により浸水が想定される地域）にわたる流域に関わるあらゆる関係者が協働して水災害対策を実施する新しい治水政策「流域治水」が始まりました。
流域治水では、不利益配分という新しい問題が立ちはだかっています。河川整備だけでは守り切れない地域では、一般市民や企業にも何らかの協力をしていただく必要があります。
私たちのグループでは富山県と岐阜県を流れる神通川流域においてこの新しい取り組みを実践しています。
これまでに5回、ステークホルダーワークショップを実施し、地域や流域の課題の抽出や将来のありかたについて議論を深めてきました。
神通川流域では2004年以来大規模な水害がなかったため、市民の水害に対する想像力が不足していることが大きな課題として挙がり、それを高める取り組みを進めています。

In light of the increasingly severe and frequent occurrence of water-related disasters due to climate change, a new flood control policy called "Basin Flood Control" has been initiated to further accelerate measures such as levee improvement and dam construction and rehabilitation, and to implement water-related disaster countermeasures in cooperation with all parties involved in the basin, from catchment areas (areas where rainwater flows into rivers) to flooding areas (areas where flooding is anticipated due to overflow of rivers and other water sources). The new flood management policy, " River Basin Disaster Resilience and Sustainability by All " has begun. The new problem of "disadvantageous distribution" has emerged in basin flood control. In areas that cannot be protected by river maintenance alone, it is necessary for the general public and businesses to cooperate in some way.
Our group is implementing this new initiative in the Jinzu River watershed, which runs through Toyama and Gifu prefectures. We have held five stakeholder workshops to identify regional and watershed issues and deepen discussions about the future of the region.
Since the Jinzu River basin has not experienced a major flood since 2004, the lack of imagination of citizens regarding flood damage has been identified as a major issue, and efforts are underway to improve this.
